Social security for people with disabilities – an outline of the problem

Abstract

The article offers proposals for changes in social security system for people with disabilities. Among the new solutions, it was proposed that the work capability assessment and the disability certificate should be equivalent, issued by the same institution. The need for social and professional activation of disabled people was also pointed out. Moreover, the basic functions of the disability pension, the role and tasks of municipal and local self-governments, and the problem of underfunding of disability support were pointed out and discussed.
