Abstract

The task of the state is to ensure the safety of its citizens. There are external and internal problems
in the environment. This applies in particular to natural disasters, social threats, as well as
military and terrorist threats. Security arises as a result of specific state activities and is a process
that changes over time. After 1989, in Poland, the state and local self-government authorities operate
in the field of public safety protection on the basis of specific legal norms.
