Human Capital in the Southern Voivodships against Other Voivodships in Years 2003–2006

Abstract

The above publication presents a comparative analysis of the human capital in the southern voivodships against other voivodships basing on selected diagnostic indexes characterizing the five basic fields of human capital, i.e.: education, labour market, health, demographic potential and social and territorial cohesion. The above mentioned areas have been described by selected indexes calculated for years 2003 and 2006 on the basis of data gathered by the deparment of public statistics. In order to define a synthetic position of a particular voivodship against other units, and to indicate strengths and weaknesses of a unit, basing on the conception of Human Development Index (HDI), the taxonomic measures of development have been used, i.e. general human capital measure and measures for each individual research field.

The intervoivodship comparative analysis carried out in this publication showed that the first three places in the ranking were taken by Mazowieckie voivodship, Pomorskie voivodship and Małopolskie voivodship, and Warmińsko-mazurskie voivodship and Świętokrzyskie viovodship were located as the last ones. Among southern voivodships relatively high positions were taken by Małopolskie, Dolnośląskie, and Śląskie voivodships (especially in 2003), while the rest, Opolskie and Podkarpackie voivodships were characterized by medium level of value of human capital measure. In each of the mentioned areas of the human capital both values of measures as well as locations of analyzed southern voivodships varied. There was a substantial gap in the values of locations taken by Śląskie and Opolskie voivodships in particular areas of the human capital.

The strengths of Opolskie and Podkarpackie and Śląskie voivodships included good locations in social cohesion while Dolnośląkie and Małopolskie voivodships were highly ranked in education and labour market. However, the weaknesses of Małopolskie and Śląskie voivodships were low locations in the area of health, and Dolnośląskie voivodship located low in the area of social and territorial cohesion, Opolskie voivodship in the area of demographic potential and education, Pokarpackie voivodship in the area of labour market.
