Abstract

The article concerns contemporary problems of the development of the territorial self-government system in Russia. The course of Polish local government transformations, carried out on the basis of civic activity, is analyzed. Chinese experience of reforms is presented on the basis of building harmonious social and structural relations that ensure positive dynamics of processes in the economy, acceleration of democratization processes, and spiritual development of the individual. The authors examine the dual nature of the current globalization process, on the one hand with a positive impact on the pace of industrial development in the world, and on the other on socio-economic inequalities that limit the access of people to civilization achievements. The article emphasizes the role and importance of the local government system in innovative processes, its ability to manage the potential, creative energy of every citizen in solving social problems. The basic provisions of the modern development paradigm are aimed at ensuring the realization of the potential of local self-government in Russia.
