The use of the PSM (Public Service Motivation) measurement scale to assess the interviewers' motivation

Abstract

Building a system of motivating public statistics interviewers, who constitute an exceptional group of government administration employees, is not a standard task. This results from the organizational diversity of this group and the diverse nature of tasks conducted by this group. The proper determination of the proportion between financial and non-financial motivators is a key element of the effective working of any motivating system. Financial incentives motivate those employees to act for whom rational basis is of primary importance. On the other hand, non-financial gratification is crucial for those to whom prosocial values seem to be more important. In the article, based on literature research and critical analysis of the results published so far, it was proposed to use one of the PSM (Public Service Motivation) measurement scales as a tool to support the determination of a proportion between financial and non-financial motivators of a system for motivating interviewers.
