Dane analizowano z wykorzystaniem podejścia teorii ugruntowanej, obejmującego kodowanie otwarte, osiowe i selektywne. Wiarygodność i spójność analizy wsparto poprzez weryfikację ustaleń przez uczestników, niezależne równoległe kodowanie oraz dokumentowanie decyzji analitycznych. W wyniku analizy opracowano zintegrowane ramy polityki obejmujące uwarunkowania przyczynowe, kontekstowe i interweniujące, proponowane strategie oraz przewidywane konsekwencje. Do kluczowych elementów modelu należały pozycja kulturowa i akceptacja społeczna, uwarunkowania społeczno-kulturowe i zasobowe, czynniki środowiskowe i demograficzne, rozwój infrastruktury oraz strategie społeczne i motywacyjne. Przewidywane konsekwencje obejmowały aspekty ekonomiczne, behawioralne i społeczno-kulturowe.
